Постановление Администрации Томской области от 08.11.2013 № 467а

на данных  предприятиях. При этом  работнику небольшого  предприятия
приходится   совмещать  исполнение   разных   функций,  что   делает
актуальным   формирование   у   будущего   выпускника   не    только
профессиональных   компетенций    по    выбранной   профессии    или
специальности,  но  и  формирование таких  компетенций,  как  умение
самостоятельно принимать решение и брать на себя ответственность  за
его последствия, умение работать в команде, нестандартно мыслить.
     Опыт обучения навыкам предпринимательства студентов уже имеется
в ряде  образовательных  организаций  профессионального  образования
Томской области  и  практика его  применения  должна расширяться.  У
молодежи  в настоящее  время  появляются более  широкие  перспективы
выстраивания собственного  дела, поэтому  развитие системы  обучения
навыкам предпринимательства становится все более востребованным.
     Формирование молодежной  предпринимательской  среды,  в  первую
очередь, требует специальной подготовки педагогов по сопровождению и
развитию  бизнес-идей  у  обучающихся,   а  также  развитию  у   них
способностей   взглянуть   на   свою  профессию   с   точки   зрения
предпринимательства.
     Знания в  сфере предпринимательства,  организации  собственного
бизнеса или  получение  дополнительных знаний  в уже  организованном
бизнесе также  нужны действующим предпринимателям.  Кроме того,  для
них   актуальны   консультационные,   консалтинговые   услуги,   что
обуславливает   необходимость    организации   бизнес-центров    при
профессиональных образовательных  организациях, особенно в  сельской
местности.
     
     Мероприятие 4.3. Выявление и  поддержка талантливой молодежи  в
научно-технической и культурной сферах.
     В настоящее  время   на  уровне   Президента  и   Правительства
Российской Федерации,  Министерства образования  и науки  Российской
Федерации  большое   внимание  уделяется   развитию  подготовки   по
профессиям и специальностям технической направленности, по поддержке
и развитию дополнительного образования детей, и, в первую очередь, в
научно-технической сфере деятельности.
     Выявление и   поддержка   талантливой   молодежи   в    системе
профессионального образования Томской области будет проводиться  как
через   выстраивания   приоритетов   в   подготовке   по    основным
образовательным программам технической  направленности, так и  через
развитие системы дополнительного  образования и развитие интереса  в
молодежной  среде   к   занятиям  в   технических  объединениях,   к
исследовательской работе. Создание  условий для развития  творческих
способностей  обучающихся,   их  социокультурного   самоопределения,
получения  дополнительных  знаний  в  сфере  технической  и  научной
деятельности   будет    способствовать   получению    дополнительных
компетенций  обучающимися,   расширению  сферы  образовательного   и
воспитательного воздействия на подрастающее поколение.
     Для развития технических и творческих способностей  планируется
расширение практики привлечения студентов системы  профессионального
образования  к  участию в  олимпиадах,  конкурсах  профессионального
мастерства, конкурсах научно-технической и творческой направленности
(областных, межрегиональных, всероссийских  и международных), в  том
числе   с   привлечением   работодателей   и   участием   работников
предприятий.
     Для повышения   мотивации   обучающихся   к    профессиональной
деятельности  и стимулирования  качественного  труда, привлечения  в
систему  профессионального образования  для  обучения талантливых  и
ориентированных на технические профессии и специальности  школьников
в рамках  Программы планируется  реализация проекта  по созданию  на
базе  ОГАОУ   СПО  ТТМТТ   структурного  подразделения   "Молодежный
технодром", где обучающиеся системы профессионального образования  и
общеобразовательных школ смогут развивать способности в  технической
сфере деятельности. Реализация данного проекта планируется совместно
с Департаментом  общего образования  Томской области,  департаментом
образования администрации города Томска.
     
     Мероприятие 4.4. Формирование механизмов социализации студентов
с ограниченными возможностями здоровья.
     Одним из  основных  приоритетных  направлений   государственной
региональной  политики в  сфере  профобразования является  получение
качественного    профессионального   образования    и    последующее
трудоустройство  лиц  с  ограниченными  возможностями  здоровья.   В
настоящее  время  в образовательных  организациях  профессионального
образования Томской области  обучаются около  180 инвалидов и  более
360  студентов,  имеющих  ограничения  в  умственном  и  психическом
развитии.
     В рамках  Программы   будет  реализован   ряд  мероприятий   по
расширению перечня  образовательных  услуг для  лиц с  ограниченными
возможностями здоровья, созданию условий для их успешного обучения и
адаптации в  обществе.  Предполагается создание  на  базе ОГБОУ  НПО
"Профессиональное  училище  N  12"  Ресурсного  центра  инклюзивного
образования молодежи с ограниченными возможностями здоровья, который
будет центром, аккумулирующим для всего Сибирского региона последние
наработки в сфере образования граждан с ограниченными  возможностями
здоровья.  Ресурсный центр  сконцентрирует  материально-технические,
программно-методические   и   кадровые   ресурсы   для   обеспечения
разработки  и   внедрения   педагогических  инновационных   методик,
технологий работы с разными категориями детей-инвалидов, что повысит
качество  образования  и  его доступность  для  инвалидов  и  других
маломобильных   категорий   населения.   Для   расширения   практики
деятельности   многоуровневого    образовательного   учреждения    и
ресурсного центра будет построено и оборудовано общежитие.
     Обучающиеся с  ограниченными   возможностями  здоровья  -   это
категория    граждан,    которая   требует    формирования    особых
педагогических подходов, психологического сопровождения, в том числе
со   стороны   педагогических  работников.   С   целью   организации
предоставления обучающимся  с  ограниченными возможностями  здоровья
получения психолого-педагогических, социально-адаптационных услуг  в
7  профессиональных   образовательных  организациях  будут   созданы
психологические службы,  организована работа комнат  психологической
разгрузки, разработаны и проведены тренинги, семинары с обучающимися
и их  родителями,  педагогическими работниками.  В учебном  процессе
планируется  более широкое  внедрение  и использование  современного
оборудования и развитие информационно-коммуникационных технологий.
     Развитие творческих способностей у обучающихся с  ограниченными
возможностями здоровья  имеет большое  значение для  включения их  в
социум,   для  чего   будут   организованы  и   проведены   конкурсы
профессионального  мастерства,  фестивали  и  выставки   прикладного
творчества  регионального  уровня; организована  работа  по  участию
обучающихся из томских профессиональных образовательных  организаций
в  фестивалях,  конкурсах,  выставках,  олимпиадах   всероссийского,
международного уровня.
